After "heavy" debugging (to help out my collegue which could'nt spot the
error after some time) I found out following:
/tmp/athkey -i ath0 1 tkip 123456789012345678901234567890
ieee80211_crypto_newkey: cipher: 1<4>ieee80211_crypto_newkey: unregistere=
cipher 1, load module wlan_tkip
ieee80211_crypto_newkey: unable to load cipher 1, module wlan_tkip
After studying the output above I tried to modprobe wlan_tkip.
test-1:~# /tmp/athkey -i ath0 1 tkip 123456789012345678901234567890
cipher: 1<4>ieee80211_crypto_newkey: setup cipher seems ok TKIP
hostapd works fine on xscale platform!

I only got ioctl[IEEE80211_IOCTL_SETKEY]: Device or Adress not found,
but this was only because the kernel module for tkip was not loaded. Your
error is -EIO error, please look at ieee80211_wireless.c and search for
-EIO and maybe you can find out whats going wrong.
