When trying to access the Desktop Pager Settings from the context menu (right-click on PC), the item "Desktop Pager" Settings does nothing. In the Panel Applets tab of Panel Preferences, when clicking on the Edit button on the Desktop Pager nothing happens.
It appears that at one point someone intended for there to be settings for the Desktop Pager. I understand that there is no way to control what combination of desktop environment, window manager, and other programs are used with LXPanel, but either there should be settings or not. If there are settings, they should always be available. If there are no settings, Desktop Pager settings should not be shown in the context menu and the edit button should be grayed out in Panel Settings.
It is up to LXPanel to be standards compliant, and it is up to the window managers and desktop environment to be standards compliant. It should not matter if some settings in Desktop Pager are also available in the other programs. Even if no settings are currently available for the Desktop Pager, it would be appropriate to export those settings so that one may change the size, shape, background, and arrangement (horizontal versus vertical). Until the confusion is remedied on what settings are available and unavailable, a help menu should be available in the panel or panel settings to at least show what is available. If nothing else, a link to a web page at LXDE should be made available--although I personally dislike clicking on help and having a browser window open.
