[LTP] LTP Device Simulator Framework on 2.4?

Hi I have read Martin's article on IBM developerworks about DSF.

In the article, Martin said=20
"Currently, only the later release Linux 2.5.xx through the current
2.6.xx kernels are supported."

Is it still the same that DSF cannot be applied to 2.4?

If so, can anyone please let me know why DSF cannot be applied?
I wonder the technical reason for this.
