filecapstest.sh: fix a bug of fail in RHEL5

setcap is not used in ltp, So AC_CHECK_PROG(SETCAP,setcap,setcap)
should be deleted.

Fix fork/2-1.c

The allocated chunk corectness is asserted by casting it to double and
assigning a value. Later it's compared to the same value. The problem
with such approach is that in some cases the comparsion may be false,
due to implicit casts and nature of floating point operations.

So this patch removes the questionable floating point arithmetics and
instead of that fills allocated memory with pseudo random sequence which
is asserted later in the child.

Created an automated test for the /lib/bytes_by_prefix.c

Created a test for the bytes_by_prefix.c file in order to make sure that
everything works well and make it easy to test if some change breaks
something. The UNIT_TEST main method from lib/bytes_by_prefix.c has been
removed as it isn't needed anymore nor compiled by default. Necessary
changes in the makefiles have been done.

Return -1 on negative input/output (/lib/bytes_by_prefix.c)

-1 is returned as error value therefore it wouldn't be correct to allow
negative numbers to be parsed and returned as normal multiplication.
Therefore a check has been added in order to return any negative output as
-1 (error).

getcpu: remove the useless and improper kernel version check

We already checked the kernel version in the program itself.
Meanwhile, check the kernel version at compiling time is wrong,
we may not do testing on the same machine as compiling.

Add a functional test for the IN_DELETE_SELF event

This tests that IN_DELETE_SELF functions for both files and directories
by creating a temporary file and directory, ensuring the inotify(7)
events are relayed properly, watchpoints are removed, etc.
