Okay, I got it.  It still told me I didn't have the environment variable set, but it installed okay!

Using Kubuntu here.. Don't know what qt_rt.so is and my system does not
seem to have it. What was the failing error?

I was wrong, it's libqt-rt.so.  The README says to have it, and to set QTDIR to the directory where it is.  It turns out I do have it, and I set that variable to /usr/lib, but ./configure tells me I don't have it set...
