I would suggest proceeding the same way as in another project of me:
http://italc.sf.net/wiki There you have items for each language at the top.
All articles in languages other than English could be prefixed with the
according locale-abbreviation ( e.g. fr, de etc.).

Yes that's what I was thinking about. This way, we could retrieve the nearly the same articles for all the languages. And It will be easier for a user, to switch to his native language.
