what's missing from that circuit diagram is a voltage regulator.
see some of the other schematics on the main lirc web page for how
to hook it up.
i built the same circuit you did, and it works for me, but i think
that because the radio shack part is being "over-powered", it may
not be reliable, or work with all serial ports.
