Paraphrasing Ben Fennema thoughts of 2004-05-24:

In general: Change mkudffs or the phgfsck so that they
agree newly erased discs meet the UDF standard. Ditto
for discs mounted and umount'ed. Ditto for discs
mounted, files and folders written, grown with
fragments, deleted, and rewritten.

Specifically: Today immediately after mkudffs before
mount we see:

FSD 28 Error: Interchange Level: 2, Maximum
Interchange Level: 3,
- expected: both 3, UDF
2.3.2.1+2, ECMA 4/15.

when we combine:

mkudffs 1.0.0b3 for UDF FS 1.0.0-cvs, 2004/03/09
