#8 /sbin/hotplug should use /etc/hotplug

Currently, /sbin/hotplug uses /etc/hotplug.d. It would
work as well with /etc/hotplug, and would not clutter
/etc as much.

    /etc/hotplug.d is for placing programs that want to run off
    of the
    /sbin/hotplug notifier.

    /etc/hotplug/ is where the "default" linux-hotplug package
    places it's scripts. So if anything, /etc/hotplug should
    probably move somewhere else...

    Any suggestions, please make them on the mailing list.
