I have been using this, and I think the advantage is that one can apply constraints and have them taken into account before setting up the sparsity structure. Also, it is re-called when using AMR as it should be (otherwise one could argue that this could be done by using user_initialization()). A consequence is that the constraint overwrite warning should be deleted from dofmap_constraints.C.
