Here are two possibilities:
1. the file contains some bytes looking like a valid sync word, infront of the audio data.
2. even though the file ends with .mp3, it could be the case it is not a Layer3 but some Layer2 or Layer1 file. As you are forcing to interpret it as an Layer3 file, the mpg123 decoder tries its best without any chance.
