Could be that there is a mininmum size for the toolbars. In your picture
it definitely looks like the toolbar size is dictated by the size of the
menubar. Which could actually be the minimum.

The toolbars size with the largest toolbar in the row.
As the menubar is larger than the toolbar, the toolbar
sizes to the size of the menubar.
Try putting the toolbar below the menubar. Should be the right size then.
