#15 Windows working directory should be %userprofile%

Instead of the directory where the executable is located, the working directory should be "%userprofile%\AppData\Local\kissplayer"(Vista+) or "%userprofile%\Local Settings\Application Data\kissplayer"(2k/XP), just like happens on linux: "~/.kissplayer".

The db.s3db file should be loaded from there, if it's not found, search on the executable current dir, if found move to the correct location.

The next move will be single instance, which maybe will be implemented just like Google Drive Client does, "lockfile" and "pid" files. Another ticket will track this.
