No

Please move cursor at the END when UP button pressed at TOP row and Move cursor at TOP when reached at BOTTEM. This will help me to easily jump to last row by pressing up arrow and vice varsa.

Keepass for j2me uses native, high-level user interface for maximum compatibility. This interface is implemented somewhat differently depending on the manufacturer and model of phone. Some phones interface behaves exactly as you describe. That behavior that you want to see is not implemented in the program (used this interface), only if the device firmware implements the interface in this way.

Between the built-in functions and java is some difference. In java you can also build an interface in different ways. For keepass used method of having the maximum compatibility with various devices and their features, but with this method there is no control over aspects of the behavior of which you speak (and many others too).
So for menus and lists used class `List`, here is what is said in the documentation:
"Traversing and scrolling operations do not cause application-visible events."
    http://java.sun.com/javame/reference/apis/jsr118/javax/microedition/lcdui/List.html
