To open URLs in a new window is not controlled by KeePass in any way.
This has to be configured in your browser.

Double click on the URL in the KeePass view window or start the browser manually.

KeePass does not do that. It auto-types (sends a set of user defined keystrokes, as if typing) to an already open application window.

KeePass auto-type sends keystrokes to a window of an open application not to the windows desktop. In the case of of ctrl-v Perform auto-type the window KeePass sends keystrokes to, is the window that previously had the focus.

You can use a plug-in to allow the browser to access passwords from KeePass. Then use a bookmark in the browser.
