I didn't see the manual option either, I'm assuming it's automatic now. My guess is it will use DPAPI by default if available then fallback to ARC4. Maybe someone with more knowledge could chime in and help you.

The option for disabling DPAPI is only available in KeePass 1.x. KeePass 2.x always uses DPAPI when it's available (i.e. Windows 2000 and higher).
