since LADSPA effects are now treated as normal effects we don't need the
folder anymore, right?
I'd like to remove all the LADSPA related special cases..., well,
besides the upgrade code ;)

Sorry for the late answer, I've been very busy at work...
Yes, the LADSPA folder is not used anymore so no need to create it.
