That's definitely a bug.

SSL support in cpython changed significantly between 2.5 and 2.7.

Jython's SSL support has not been updated to match it.

Please file a bug on the jython tracker, or I can file it for you later today when I get time, if you wish.

I had some issues to with getting setuptools and pip working to be finally able
to prepare a virtualenv, because setuptools and pip are prerequisits for a
