The best way to see who is actively committing code is to take a look at the project feed.  It is available on the sourceforge site: http://sourceforge.net/projects/jython/ .

The next release will be 2.5.2, and it is ready for beta very soon now.  AFAK, just about all features for the release have been developed but the release process needs to be started.  There may be a couple of bugs holding up the process, not quite sure on the specifics.

Jython's release numbers match those of CPython. If the next Jython
targets 2.7, then its version number will be 2.7 as well.
As for the list of core developers, I'm a little hazy on that too (I
don't know who's actively working on it atm).
The svn repository and the bug tracker are probably the best sources for
this information.
