On my systems, Test_Select passed on both Windows XP and Suse Linux 10.2.

Test_Select_New passed on Windows XP, but failed in test210_FullChannel and then had an error in  test430_EmptyChannels on my SuseLinux 10.2.

I didn't see any objections, so I went ahead and did this in r3161.
r3161 also fixes the testBindException problem I was seeing; the
socket created in that test wasn't getting SO_REUSEADDR set on it so
the initial bind would fail.

With these changes all of test_socket passes for me now. Onto the
test_select_new failures...
