Currently, joe requires the tags file to be located in
the directory from which joe was started.
Typically, in larger coding projects, the tags file is
quite big, created once every day, and located in a
central location.
I've added support for this via the environment
variable TAGS, which should be set to the path of the
tags file, e.g. /home/user/etc/tags.
You can define this environment variable, for example,
in your .cshrc or whichever shellrc you are using.

Joe will look first for a local file called 'tags', and
if it does not exist it will query the environment
variable TAGS.

Supplied is the diff file which you should use to patch
the joe_3.4 utag.c file.

Just do 'patch < utag.c.diff'
