If you put settings into $datadir, and let these settings be mindlessly overwritten on each upgrade of the software package, then that's just plain old broken. Regardless of whether these settings were in 1 file or in 374 of them. Let's not pretend that the notion of system-wide configuration files was invented yesterday... -- 2.
