Is this so that you can spell check a language different than the current
locale? Or does aspell ignore LANG and always default to english?

aspell use LANG, and mine is defined to fr_FR@..., so I need two differents
shortcuts, one for english, and one for french. I write emails and
edit files both in english and in french, and I think it's the same for
every non-english mother-tongue user of joe. We can not change environment
everytime we change language. It's the same for charset, sometime it's
ASCII, sometime iso-8859-1, sometime iso-8859-15, sometime UTF-8...
