When changing an icon on a Win XP system, if the very tip of the cursor is not with in the box of the icon being changed it will not take effect.Drag and drop, there is no indication when in the right position to drop. If the icon being changed had a hover over state or some other way to indicate it was selected this would not have taken four days, 35 post and a phone call to figure out.

Drag and drop is a well-defined, platform specific thing. I don't think JMRI should be changing that by adding e.g. different appearance to drop targets (different from the Windows-specific behavior already present) or pop-ups.

One approach might be a larger target icon, so that it's easier to hit.

Another approach might be additional improvements to debugging info. Reinstalling JMRI and Java is rarely the solution to user-level problems.

A bigger target area may cause problems on the panels
