#499 LayoutEditor turnout signals not set when reading file

Jeff Rowe reported that the attached file doesn't work in 3.9.4, but does work in 3.8

here’s a much simpler case which illustrates the problem. Load the attached file TestSig.xml with PP380, and then PP394.
Enter Edit Mode
Right click the turnout icon
Select Set Signal…
Set Signals at Turnout window appears:
With PP380, signal fields are filled
With PP394, signal fields are empty, and get saved does nothing.
