You should look at the heap growth manager:

	MMTk/src/org/mmtk/utility/heap/HeapGrowthManager.java

You can disable its behavior by explicitly limiting the heap size at  
the command line (force min and max to be the same with -Xms and -Xmx)  
or by setting -X:variableSizeHeap=false.
