Procedure: file -> open -> right click on file_name -> encoding -> and it does not change the encode of file... no error sign. The example is exactly what I'm trying to do. When I choose UTF-8 i hear an "alert/advise sound" that means I can't do that operation (this happen with every encodes). You have file that IS encoded in e. g. UTF-8. You go to the open-dialog, right-click the file there and choose UTF-8 in the encoding-submenu. Then you click on open. And what happens then?
