In dialogs of both 4.1 and 4.2pre8 alt+n on an iBook immediatly inserts ~. The main text areas of both versions completely ignore alt+<deadkeys>, othe= r combinations like alt+m work. Another Swing.app I tried supports ~ as a dead character, allowing me to type =F1 in dialog text fields. An older AWT applications also immediately inserted ~ in both text fields and areas. Both Java 1.3.1 and 1.4.1 are installed.
