The best way to join is to contribute. All of the open tickets can be worked on by anyone.
Anyone can submit a patch to the patches tracker without being a member.
Anyone can submit a plugin or a patch to a plugin without being a member.

After you've made a couple of contributions, or if you want to host your code on our SVN or GIT repo, then you can join the project.
