We have the opposite problem with "new plain view" -
there, the bufferset contents is always just the current buffer, regardless of
whether we have global or non-global bufferset scope.

It needs to populate the buffersets consistently with how it works when you create a new view.

    I think an empty bufferset is not appropriate for new plain view when in view or editpane scope.
    The current behavior is good for those cases.
