The smallest unit of musical time in the transport
struct is a tick, the size of which is defined by the
timebase master (and depends on the current BPM). If
the tick is larger than a sample frame, this means that
the times for transport beats can not be specified with
sample accuracy even when the BPM is constant. This
small patch adds a field to the transport struct that
lets the timebase master tell the transport aware
clients what the frame offset is for the BBT
information, i.e. how many frames into the current tick
we are at the period boundary. This means that
transport beats _can_ be specified with sample accuracy
as long as the BPM is constant. The patch should be
backwards compatible.
