#5 In NT, dynamic loading of jvm.dll

The current version of jace causes NT builds to bind to
jvm.dll statically. This means jvm.dll must be in path of
any executable using jace code. Would be really useful
to allow ability to dynamically load jvm.dll at runtime.

    This could be relatively easy accomplished by taking a look
    at launcher (java/javaw) sources which come with each JDK -
    look at java_md.c.

    The new Jace 1.1 beta 3 now has a new VM loading API. It
    supports static and user-pluggable dynamic loading. It has a
    default implementation of dynamic loading for both Win32 and
    (generic) Unix. It also allows developers to specify generic
    and custom VM options.
