It depends on your IrDA dongle. Some of them follow the IrDA USB class, some don't. The former will use the irda-usb.c code, and the latter will use their specific driver. People on the linux-usb mailing lists will probably know better about it as there's nothing specific about IrDA USB dongles when it comes to USB enumeration.
