    Guessing from the "make: yacc: <garbage>" ... missing
    package yacc or bison on your machine? Install either of
    them (preferably bison). You'll also need flex.

    Indeed, that garbage is russian phrase for "Command not
    found" in Windows-1251 encoding. Therefore Ludvig's
    resolution and suggestions are completely correct.

    I'm not encuraging poeple to use languages other than
    english to report bugs in ipsec-tools, but this situation
    just makes me wonder, why that string was not converted into
    unicode and shown correctly (instead of garbage), or is it
    browser at reporters site did not provide enought info for
    such conversion.

    Because the HTML <form> element doesn't have
    accept-charset="utf-8" attribute. But even if it had it the
    output would be incorrect because the wholepage encoding is
    ISO-8859-1.
    SF would have to switch their website to UTF8 for this to
    work...
