There isn't a tutorial on scripting yet, that I know of. There are some
examples you can see in your /usr/share/inkscape/extensions/ directory.

This is probably best done externally to Inkscape with a script of your
own. Someone once wrote a script that does the opposite - given an .svg
full of icons, break them up into individual icon files. If you create
this script, be sure to post it somewhere to share with others that
might have use of it. :-)
