I believe Glib contains code for doing that much (picking out e.g
"volume names" aka drive letters), so that shouldn't be too big a deal.
The rules for .. and . on Win32 and Unix are the same, so we should be
able to write a generic routine that should work for both, without any
#ifdefs. Thankfully MacOS (X) is also a Unix now.
Also, if we introduce g_rel2abs into the Inkscape codebase, please put
them in our namespace (Inkscape) without the g_ prefix; we don't want to
pollute glib's namespace.
