It seems to me that there is not the traffincontrol?

The recorder should contact xferserver.pl when it starts and stops recording.  If it cannot contact it, it will print a warning about not being able to connect to the copy server.

When a recorder tells xferserver.pl that it is recording, you should see it print a message TRAFFIC CONTROL ON, and TRAFFIC CONTROL OFF when all recorders have finished recording.
