#1 Add summary task option (945)

In ILO, for tasks that execute thousands of times a day, we could potentially have a histogram of the spread of the response time to capture the data and minimize the intrusion. This will let us have one row per day which will reduce the intrusion for all the inserts as an option to the ILO package. I understand that we will be doing sampling and capturing the response time for high frequency tasks but what if the sampling misses the tasks that violated the response time?

This could also be done in some analysis after the fact. I'm not sure the update of a summary row will be that much less intrusion than an insert of a detail row.
