a). I'm sorry, I'm not familiar with TortoiseSVN. But, I would recommend checking out into a completely new directory.

 I do agree that we should have screenshots of how to use tortoiseSVN and/or other clients with the ICU svn.

b). What is not in SVN that you needed?    There should be no reason to mix the downloaded zip file with what's in SVN.     What happens when you try to build?
