Ive found that some people arent able to join my
website, i have a friend who use it too and have the
same problem, Ive looked for what causes this problem
and found that all other internet providers but one
can open it.

    Can you join your website in local (shares > view my shares)
    ? Are you behind a router / firewall ? Do you see remote
    events in history (transfers, navigation, ...) ?

    I am able, only 20% of the people who tries to join it arent
    able to. They use all the same internet provider which I
    think its the problem.

    I live in brazil and my provider is: ACT , the people who
    arent able to enter the website uses Oi. There are other
    providers but they can join the website.

    Do you use a special port? Some providers block ports
    (example : 6667...) to prevent p2p traffic.

    Try with a random port (by ex: 47414). Did you try with an
    other server (ftp, http, ect...) on this port?

    I tried a random port and worked, looks like my 80 port is
    blocked or so...
