Modify the Windows install to selectively NOT initialize the environment variables, leaving it to the default profile.the to figure everything out. That's reasonably straightforward with ooRexx, as I've done it. Other platforms and interpreters might require special accomodation.

Each release of THE for Windows includes a self-installing executable that sets environment variables, and also includes a Zip file which has the same binaries and supplemental files so that a user can unzip these files wherever they like. Would the use of the Zip file not satisfy the requirement to install THE on a flash drive?
To clarify, the exe and zip files are separate downloads.

That might work for the fairly experienced user, but for the relative
newbie only familiar with self intallers, it would be confusing.

Besides, I would think that to be readily portable you'd need a
configuration file, instead of using ENVIRONMENT vars.
