#2 CHANGE w/arbc doesn't work

Operating in the file line:
<a
href="stuff">

the commands:
set arbc on .
change
/<.>/[.]/

gives this result:

[.]href="stuff">
expected result:
[a
href="stuff"]

Two errors here:
1. Scope of change not
properly determined by the full change string1. I.e. rightmost
portion to be changed should match the ">" character.
2. The file
string corresponding to the arbc in string1 "<.>" is not placed in
the changed result as specified by the arbc in string2 "[.]".

The document states that CHANGE is compatible with XEDIT. As
this test case is taken from the VM/CMS Xedit manual,
compatiblility is questioned.

    This is not a bug pre se: it is documented in the TODO file as
    being outstanding. I'm transferrring this to a feature request
    and leaving it open

    Unfortunately, we users have no visibility to the TODO file (do we?) so
    must rely on the document. In the absence of detailed documentation of
    CHANGE (and other commands), when the document says "compatible with
    Xedit", one has no choice but to take that statement at face value.

    In this particular case, if the implementation purposly -- i.e. by
    design -- deviated from Xedit in this way, how is the present operation
    useful wrt arbc?
