Mage Main Class Spell - Vocalize

Just like the AD&D variant, allows you to cast when you
can not speak.

I figure an extremely short duration, my major concern is
that a lot of builders use silence and underwater rooms
as cheap ways of making things harder. The sanced,
fs'd mob that is in the silence room, thus garunteeing
that it'll never get dispelled. Btw, mobs can cast in
silence and underwater rooms just fine.

so anyway, it's an idea, I'm just worried it will invalidate
some setups some zone creators have made.

    first we need to even the score, if a player cant cast
    underwater, we need to make mobs unable to also
