Let me follow up that I did get this issue resolved.  I misunderstood
the -verison-info option of c++/src/Makefile.am.  I presumed that I
could advance the third digit of @ABI_VERSION@:13:0 to @ABI_VERSION@:13:1
and that is what led to my problem.  GNU specificies that the third
digit is "age" which I still don't quite understand.  Suffice it to say
that setting it back to 0 restored the proper ABI_VERSION to the DLL
filename.
