#11 encoding after first ogg fails with 100% cpu

This bug only appears when starting gwc directly (not
from within a terminal window).

Using: GWC v0.20-09
libvorbis v1.0.1

To recreate: start GWC using a run command, not from a
terminal window. Encode one ogg file, then attempt to
encode a second as ogg or mp3.

The first ogg file encodes fine, but when attempting to
encode a second the progress window opens but stays at
"0". GWC consumes 100% cpu usage until "cancel" is
pressed on the encoding progress window.

The ogg file is created with a size of 4.3k but
contains no music data, just header info. Ogginfo says:
"Negative granulepos on vorbis stream outside of
headers. This file was created by a buggy encoder"

At this point encoding as mp3 also fails, but creates a
625 byte file with some mp3 header info.
