No, in the latest buildroot, you don't need the s30pcmcia file any more (the motd there has been changed accordingly). The userspace stuff for pcmcia in recent kernels has changed, so that now hotplug/ udev handles pcmcia devices and you don't need to have the cardmgr daemon running in the background the whole ime.
