Thanks for your link, it's the file from which we tested the upload :) (one of the rare 'usefull' links found on the internet about this topic...)
So we found THE problem. Boa (and/or cgicc) runs cgi as www-data and tries to write temporary files in /tmp. By default, rights on /tmp are 755 for root:root.
Could you please modify access right for this directory (in /etc/fstab..?) in the buildroot ?
