"Help" for many of the config options are available in the KConfig files scattered through the kernel tree.  the various config programs read these help descriptions based on UI events; it should be fairly easy to write a simple recursive-descent prog which finds all the KConfig files and extracts the CONFIG_XXX name along with the help text to produce one file with all that info in one place.
