You could try re-flashing the default firmware using your Overo.

# cd
# wget http://cumulus.gumstix.org/sources/robovero/x-tools.tar.gz
# tar -xzf x-tools.tar.gz

# opkg install libftdi

# wget http://cumulus.gumstix.org/sources/robovero/openocd_0.4-r0.6_armv7a.ipk
# opkg install openocd_0.4-r0.6_armv7a.ipk
# wget http://cumulus.gumstix.org/sources/lpc1769.cfg
# cp lpc1769.cfg /usr/share/openocd/scripts/target

Now you should have a working build environment. You can download a pre-built binary (good) http://cumulus.gumstix.org/sources/robovero/firmware, a tarball of the source (better) https://github.com/robovero/firmware/tarball/master, or clone the repository (best) git://github.com/robovero/firmware.git. The major advantage to the latter two methods is that the source includes a script that will automatically run openocd and gdb for you.

The Overo board I purchased is fine.  When it is mounted on the Robovero board, I can talk to it and log in from my desktop (over the J8 USB cable).
A perhaps related piece of information is that when I log into the overo board - either over the serial-usb console or the wifi, I don't see a /dev/ttyACMn device.

running lsusb doesn't shown a cdc_acm entry.

If I run
modprobe cdc-acm

then I *do* get a cdc_acm entry in lsusb, but still no /dev/ttyACMn
