According to the engineers @ Gumstix, that capacitor is present for ESD reasons not for USB function.

I`m trying to track down why my USB devices are acting unreliably on my Pinto
based prototypes compared to on the Summit, and noticed a difference between
my new Pintos and photos of my old ones.

Am I missing a capacitor, and if so, could this be causing reliability
problems?  I`m using the OTG port to connect to a powered hub, to which I
have a WiFi card, a 3G card, and a 4G card plugged in.
